What does a storm damage expert witness actually do?

A storm damage expert answers four questions the way a court needs them answered: what the storm did and did not do to the building; what the building needs to be restored to its pre-loss condition under the code and the manufacturer’s requirements; what that costs; and whether the work that was done or proposed meets the standard of care for storm repair. Each answer is tied to a written standard — manufacturer installation instructions, the International Residential Code as the municipality adopted it, National Weather Service EF-scale damage indicators, and the NOAA/Storm Prediction Center weather record — so the opinion is the same no matter which side asked for it.

That last sentence is the whole practice. Allied accepts engagements from policyholder counsel and from defense counsel. The report does not change with the client.

Why a contractor, and not just an engineer?

Because most storm cases are not engineering cases. The dispute is about whether hail bruised the mat or the granules were simply old, whether a creased shingle is wind or foot traffic, whether the code required ice barrier to the wall line, whether the manufacturer permits a repair or requires a slope replacement, and what the line items should have been. Those are questions of trade practice, product specification and code — and of having inspected storm-damaged roofs across four states, season after season, for more than a decade. Where a matter needs a sealed structural opinion or a radar-based hail reconstruction, Allied coordinates a licensed professional engineer or a certified consulting meteorologist and says plainly in the report whose opinion is whose.

Call before the tarp goes on

The single most valuable hour in a storm case is the hour before mitigation. A replaced roof cannot be examined at trial; a preserved one can. The 48-hour evidence-preservation inspection exists for exactly that window: photographs with intact metadata and scale references, slope-by-slope test squares, the collateral indicators on gutters, vents and screens that an adjuster’s report rarely tabulates, samples of the roofing and underlayment sealed and logged, and the weather record for the date of loss pulled from NOAA before anyone argues about it. Counsel gets a preservation memorandum within five business days and a preservation-letter template to send to the other side and to any contractor on site.

What Allied will not do
